PROJECT LEADER: Partnership for Social Development (PSD)

General Objective: 
  • Assure effectiveness and sustainability of the governance reforms in EU accession countries through establishment of a comprehensive instrument for assessing, monitoring and process tracing of the state/social capture phenomena.

Specific Objectives:
  • Development of a functioning instrument that will complement, strengthen and support existing anti-corruption initiatives conducted under the EU enlargement framework
  • Establish a reporting system based on common denominator approach (evidence based and smart indicators) allowing a comparative analysis of risks and obstacles to good governance (risks to capture of the system) in each of the 6 WB countries including:
  1. an analysis of the vulnerabilities,
  2. an analysis of the existing regulatory barriers to social capture
  3. an analysis of the implementation and enforcement capacity of the existing organisational infrastructure established to deal with anomalies in the processes in given areas
  4. an analysis of the evidence of capture of the public and social powers (hyper politicisation, preferential treatment in distribution of public resources including distribution of power)
  5. recommendations to address the gaps per country
  6. highlighting good practices in each country and in cross country comparison
  • Provide analytical information for the further use by the EC in its regular monitoring and during negotiations
  • Supporting the EC DG NEAR in guiding the process of governance reforms and designing adequate responses to issues of corruption in WB
  • Developing in-country partnership to DG Near in addressing the key issues of governance in WB region
