PROJECT LEADER: Partnership for Social Development (PSD)

General objective:
  • Assure effectiveness and sustainability of the governance reforms in EU accession countries through establishment of a comprehensive instrument for assessing, monitoring and process tracing of the state capture phenomena.
Specific objectives:
  • Development of a functioning instrument that will complement, strengthen and support existing anticorruption initiatives conducted under the EU enlargement framework
  • Establish standardized tools and organizational infrastructure for assessing the risks, barriers to, and manifestations of state capture (social capture) in Western Balkan countries.
  • Strengthening the efficiency, effectiveness and impact of the EU accession countries negotiations in developing good governance standards in the field of public procurement
  • Supporting the EC DG NEAR in guiding the process of governance reforms and designing adequate responses to issues of corruption in WB
  • Develop in-country partnership to DG Near in addressing the key issues of governance in WB region
  • Produce an adequate system of reporting on governance issues in public procurement in 6 WB countries accompanied by a thorough diagnosis based on empirical evidence, quality interpretation and contextualization of the local situation, self-explanatory, effective and efficient recommendations, and ability to measure the progress and impact of implemented measures throughout the time
